The National Court Appointed Special Advocate/Guardian ad Litem (CASA/GAL) Association for Children fulfills society’s most fundamental obligation by making sure a qualified and compassionate adult will fight for and protect the best interests of children who have experienced abuse or neglect. The mission of National CASA/GAL, together with its local program and local members, is to support and promote court-appointed volunteer advocacy so that every child who has experienced abuse or neglect can be safe, establish permanence and can thrive. Today, only 40% of the children in the system have access to a CASA/GAL volunteer. The National CASA/GAL organization is committed to ensuring 100% of these children have access to a CASA/GAL volunteer.
Breaking New Ground
Starting in 2019, National CASA/GAL launched a multi-year campaign, “Change a Child’s Story™”. The campaign is an integrated campaign designed to reach out to a wide range of constituent groups and was deployed across a wide spectrum of media. In addition to this campaign, National CASA/GAL has developed a new strategic framework that is informing and guiding our efforts through a new national service and technical assistance model, development of a new business model, and a plan for direction of our organization, including the launching of a major capital campaign. The team that will drive these changes will be hands on leaders, critical thinkers and problem solvers, relationship builders, collaborative decision-makers, as well as effective communicators, and entrepreneurial and change leaders.
Position Summary
The National Learning Officer leads and provides strategic direction in the implementation of the National Training and Technical Assistance Service Delivery Model which lays out a robust strategy and plan to provide learning opportunities for the CASA/GAL Network. This strategy will advance the implementation of local program and state program standards; develop technical skills in advocacy; engage industry leading specialist; provide a variety of learning opportunities for members of the CASA/GAL Network. The position ensures the professional development of Local Program Directors and State Directors and collaborates with members of the Network Development team to grow, develop, and support the CASA/GAL Network. The position oversees the pre-service training program, the TOF and Master Facilitator Program and development of in-service training opportunities and professional development opportunities.

Principle Accountabilities
- Develops a national learning institution (CASA/GAL University) that advances and aligns all training and development of the National CASA/GAL Network.
- Leads the planning, development and implementation of a new learning management system and develops a business plan for growth and building capacity of learning initiatives and CASA/GAL University.
- Designs a Master Facilitator Program and certification process to ensure the highest quality of training facilitation and delivery to CASA/GAL programs in every state.
- Provides leadership and guidance to the training and development team. Develop plans and strategies to implement the goals and objectives of the team that align with the organizational priorities in the areas of training, volunteer administration and knowledge management.
- Manages the pre-service and in-service training functional area to ensure the development of outcomes-based pre-service training and the development of in-service training opportunities that build the knowledge base of the volunteers.
- Designs and participates in the onboarding and development of new local program directors and state directors and the onboarding of new member programs.
- Develops the capacity and skills of the network as thought leaders and knowledgeable child-welfare experts.
- Develops innovative programs, program models, templates, and initiatives to advance the network development goals and objectives.
- Monitors requested network needs for tools, resources, data, and information and creates a resource library of these items.
- Identifies best practices within the CASA/GAL network that can be leveraged and scaled for greater impact.
- Supports the development of special projects including volunteer, staff, and board growth and development.
- Conducts needs assessments to determine measures required to enhance service to the CASA/GAL Network local programs and state organizations.
- In collaboration with the Senior Management Team, develops benchmarks and standards for service and support to the CASA/GAL Network.
- Develops a communication and engagement plan to strengthen state organization and local program engagement and collective understanding of the changes and new models and service opportunities.

Requirements and Qualifications
- Minimum seven years in a training and development management position in a nonprofit organization, foundation, government agency, or for‐profit organization, or commensurate combination of education and work experience.
- Demonstrated experience in training, organizational development, and performance measurement.
- Bachelor’s degree required. Graduate degree highly desired.
- Project management skills and experience including staffing and coordination of committees, contractor management, project marketing, communication facilitation, and conflict management.
- Proven leader in facilitating organizations through change management.
- Experience supervising a high-performance team as well as expertise in leading projects.
- Record of delivering superior results, earning respect, and assuming leadership roles.
- Proven record of applying a variety of strategic frameworks to analyze problems and to guide and develop solutions.
- Exceptional communication skills demonstrated through written work and speaking experience with diverse audiences.
- Effective management skills demonstrating team leadership, collaboration, supporting individual initiative, and developing professional growth.
- Ability to plan, organize, conduct work independently, and to identify appropriate solutions to problem situations in a fast‐paced environment.
- Knowledge and experience with technology and solid experience with MS Office Suite.
- Ability to travel up to 10% of the time as needed.
