The National Court Appointed Special Advocate/Guardian ad Litem (CASA/GAL) Association for Children fulfills society’s most fundamental obligation by making sure a qualified and compassionate adult will fight for and protect the best interests of children who have experienced abuse or neglect. The mission of National CASA/GAL, together with its local program and local members, is to support and promote court-appointed volunteer advocacy so that every child can be safe, establish permanence and have the opportunity to thrive. Today, only 40% of children in the system have access to a CASA/GAL volunteer. The National CASA/GAL organization is committed to ensuring 100% of these children have access to a CASA/GAL volunteer.
Breaking New Ground
In 2019, National CASA/GAL launched a multi-year campaign, “Change a Child’s Story™”. The campaign is an integrated campaign designed to reach out to a wide range of constituent groups and was deployed across a wide spectrum of media. In addition to this campaign, National CASA/GAL has developed a new strategic framework that is informing and guiding our efforts through a major reorganization, development of a new business model, and a plan for the future direction of our organization, including the launching of a major capital campaign. The leadership team that will drive these changes will be hands on leaders, critical thinkers and problem solvers, relationship builders, collaborative decision-makers, as well as effective communicators, and entrepreneurial and change leaders.
Position Summary
The Sr. Federal Compliance and Operations Officer is responsible for overseeing federal compliance to include annual reporting, record keeping and management, federal systems management and ensuring that all procurement, policies and processes are administrated and operate according to the federal regulations and policies. The position also leads site visits, federal audits and internal audits of functions and projects related to the federally funded projects. In partnership with the Controller and Chief Financial Officer supports the federal budgeting process and in partnership with the Chief Compliance and Accountability Officer supports the request for proposal process and all the reporting requirements. Manages the Just Grants and other financial reporting systems and ensures timely reports are submitted. Provides back-up support for the FFR reports and other financial reporting to include ensuring the proper financial administration of the sub-awards program.
The other important aspect of the Sr. Federal Compliance and Operations Officer’s role is overseeing and managing internal and network operations and standard operating procedures. The Sr. Officer supports systems and processes to ensure successful network support operations to include, the proper functioning of technology, infrastructure and systems that enable the network to access systems and information needed to operate successful programs. Manages the day-to-day operations of the national offices systems and facilities to ensure proper operations of each office.

Core Responsibilities:
National CASA/GAL Operations:
- Develop strategy and process for a system of management for organizational improvements that evaluate and improve the operational systems, processes, and policies in support of building more effective and efficient operations.
- Establish all operational policies and procedures and ensure organizational and network compliance to standards, policies, procedures, and regulations.
- Develops and manages an internal auditing function to ensure compliance to organizational standards, policies, and procedures.
- Manages the new staff onboarding process for IT, systems, and processes, ensuring understanding of operational procedures and protocols.
- Manages the facilities of the three National CASA/GAL Offices including the infrastructure and equipment needs.
- Manages all vendor relationships for copiers, computers, phone systems and technology and vendors that support the day to day and office operations for the three offices.
- Establish vendor relationship management strategy and provides guidance to leadership regarding vendor contracts.
- Oversee procurement and project management for the procurement of goods and services.
- Manages the outsourced IT services and provides day to day support to the National CASA/GAL team with escalated IT requests. Ensure IT vendor provides quality and timely service to the organization.
- Identify best practices and establish standards to ensure the safe keeping and management of the organizational inventory system and organizational assets.
- In collaboration with the CFO, develop, and manage a risk management policy for the organization.
- Review, maintain and oversee organizational insurance needs and policies.
- Ensure safety and emergency protocol and ensure policies are relevant and up to date.
- Collaborate with senior leadership in the event of office closures, ensuring protocols and processes are clear and communicated to all staff.
- Develop and manage a business continuity plan for the organization.
- Plays an active role in supporting and managing logistics for CASA/GAL conferences and large meetings as needed.
Network/Membership Support
- Ensures systems and processes that interface and support the CASA/GAL network or operate efficiently and effectively.
- Supports the development of systems and processes to address areas where National CASA/GAL systems that support the staff working with the network are operating efficiently and effectively.
- Oversees the tracking and reporting of TTA to the CASA/GAL Network ensuring that each functional cluster is recording TTA accurately.
- Ensures support and administration of the TOF and Flex learning processes and systems in support of the network.
- Leads the procurement process for systems that support the CASA/GAL network to include Learning Management Systems, Grant Management Systems, Information Management Systems, etc.
- Ensures technology systems that support the network are operational and efficient.
- Oversees financial systems, collection of fees and administrative processes for membership dues, payments for flex learning, conference registration, grants administration and accounting systems.
- Support the Annual Network Compliance Process.
Federal Compliance
- Assumes responsibility for all Federal compliance activities currently held by the Financial Project Manager
- Services and the alternate to the CFO as the Financial point of contact with OJJDP
- Develops systems, processes, and training to ensure compliance with federal regulations both at the national office and associated with the Sub-awards.
- Ensures all federal financial reporting and maintenance of all records according to policy.
- Supports the federal budgeting process.
- Provides Management Reports
Experience and Professional Qualifications
- Bachelor’s degree in related field. MBA preferred.
- Minimum five years of experience in operations management to include team leadership and supervision. Experience in the nonprofit sector desirable.
- Working knowledge of technology and software applications is necessary to perform responsibilities of this position.
- Must be detail oriented with a high level of organizational and time management skills.
- Excellent communication skills, both verbal and written, and ability to report complex financial and technological information to all audiences.
- Demonstrated ability to leverage technology to achieve operational efficiency.
- Demonstrated ability to build, develop and foster relationships internally and externally.
- Outstanding written and verbal communication skills and high-level presentation skills, in addition to excellent interpersonal skills.
- Excellent project management skills including influencing, leading, negotiation and delegation.
